Arthur was born in Dearborn, Michigan on July 27, 1928 to Arthur and Dorothy Blossey. He grew up in the bustling city of Detroit and graduated from Cooley High School as the Salutatorian of a large class. He received a full academic scholarship to attend the University of Michigan. He earned his Bachelor's Degree and M.B.A. within five years. Soon after college, Art joined the Air Force and was sent to Japan during the Korean War. He would later serve as a reservist in the Air Force.

In 1953, General Motors hired Arthur. He was transferred to Rochester, New York in 1956. While in Rochester, he met Barbara Newman at the local Methodist church. They were married within six months. They bought a new home in suburban Detroit and Art began his thirty-three year affiliation with the Product Programming and Future Analysis Department of General Motors. His primary duty was to help project costs to make new cars six to eight years into the future.

Art and Barbara were active in their church, Aldersgate United Methodist, in Redford Township. Their family expanded to include two daughters, Rebecca and Bonnie. Art was a doting father. He loved to show his daughters the beauty of America and they made many road trips back east and out west to visit family. He loved the mountains of Colorado in particular. After retirement, Art and Barb moved to Colorado Springs. They became active members and volunteers at First United Methodist Church. They enjoyed travels to Europe and the Middle East. Art loved spending time with his two grandchildren, A.J. and Jenna. Art and Barb joined the children on many trips including one back to Michigan where Art showed them his beloved hometown and the majestic Great Lakes.

Arthur leaves behind his beloved wife of 55 years, Barbara Ann, his two loving daughters and sons-in-laws, Rebecca Ann (Blossey) and Karl Kuenn; Bonnie Sue (Blossey) and Mark Steward; two cherished grandchildren, Arthur James and Jenna Denise Steward; brother Robert Blossey; sister-in-law Phyllis Newman, brother-in-law Harold (Donna) Newman; niece Kelley (Newman) Caylor and family; niece Susan (Newman) Allen and family. His father and mother, Arthur and Dorothy Blossey, and sister-in-law Marjorie (Scott) Blossey precede him in death.
