Billy was born in Scurry, TX to parents Robert and Bertie Locklin and entered into eternal rest on March 25, 2015. He served our country in The United States Army. Billy married Dorothy Harris on June 20, 1959. He worked at Kay Mac Paper Co. in Dallas where he retired from in 1985. After retirement Billy just loved to piddle. He spent his time working on lawnmowers and anything mechanical. Billy was a very giving man and will be missed by all who knew him.
Billy was preceded in death by his parents, brothers: Newell, L.B., Don, and Ramsy, sisters: Myrtle Cline and Dollie Dilday.
He is survived by his loving wife Dorothy of Kemp, numerous nieces, nephews, other loving relatives and friends.

Anytime I would call the house for Dorothy, Bill would usually be the one who answers the phone. His voice was always so welcoming that I spent time just talking to him. I easily felt the warmth and smile in his voice. I will miss that.
Thank you Bill for always being so uplifting! Dorothy, you are a phenomenal woman and God will see you through. I love you.
