Carroll was an outstanding and intelligent environmental engineer and friend. As an engineer consultant, his contribution and assistance to small communities and towns all over East Tennessee will be remembered for a long time. We were in the same engineering company in the 80's and after he departed for another engineering company, I visited many of our (his) clients whom Carroll had worked with on their utility systems. The stories of his valued service and dedication were always the highlight during my visits in our companies' engineering service to those communities.
One story always stands out among the others was told me by our Office Manager and later repeated to me by the Mayor of Mountain City, TN. The city's water supply piping system was having some problems at a major water valve junction. The Mayor told me that he had called several companies for assistance including ours. The following day, he visited the site observing that the crew down in the muddy hole were very wet and covered with mud working on the break in the system. He was very upset that no engineer had yet responded to his calls. He yelled at the crew "..has anyone seen the d.... engineer that should have been on site already"? From out of the mud covered group came an answer from one of them "Yes, my name is Lingerfelt, I'm the Engineer". The Mayor told me that when he needed engineering services in the future, he always called Carroll, no matter which company he was working for.
