Dr. Carroll Weston Biggs, Jr., 87, a resident of Harrisonburg, passed away on February 11, 2013 at Bridgewater Home.
He was born in Ashley, Ohio, on April 17, 1925 and was the son of the late Carroll W. and Dora Irene Martin Biggs.
Carroll attended Ohio State University where he received his BA and MA degrees and received a PHD in School Administration from Columbia University. While in Ohio he was a teacher and coach at Big Walnut High School and Superintendent of schools in Chatfield, Woodville, and Westerville, Ohio. While in Delaware he was superintendent of Schools for the Alfred I. DuPont School District, he was the First Superintendent, after desegregation, of the New Castle County School District; he was President of the American Association of School Administrators and served on various educational boards throughout the United States.
Carroll was a member of First Presbyterian Church in Harrisonburg; Kiwanis and Rotary Club in Delaware, and the Elks Club in Harrisonburg. He also served on the Board at Spotswood Country Club where he also enjoyed playing tennis and working with the youth tennis programs; he served on the Board of Greater Madison where he was the Membership chairman. He was also a member of the Presidents' Council and Duke Club and huge athletic supporter of the JMU football team and men's and women's basketball teams.
During WWII he proudly served our country in the US Navy aboard the U. S. S. Young in the Pacific.
On June 8, 1947, he married Joan Dawn Biggs, in Cardington, Ohio, and she preceded him in death on November 30, 2005. He also was preceded in death by a daughter, Julia Christine Biggs, his parents, and a sister, Muriel Warner.
He is survived by a daughter, Marcia Biggs Elliott and husband, Chip of State College, PA, a son, Mike Biggs and wife, Susie of Sun City West, AZ, and daughter, Cheri Biggs Smith and husband, Vic, of Harrisonburg; as well as 8 grandchildren; and 12 great-grandchildren.
Dr. Biggs will be cremated at Lindsey Funeral Homes and Crematory in Harrisonburg, and a memorial service will be held 2:00 PM, Saturday, February 16, 2013 at First Presbyterian Church with Dr. John F. Sloop officiating.
In lieu of flowers, memorial contributions may be made to JMU Athletics, 380 University Blvd., Harrisonburg, VA 22807 or Shenandoah Presbytery Youth Ministries, 1111 N. Main St., Harrisonburg, VA 22802.

To everyone in the Biggs Family, I want to add that my family loved "Mr." Biggs...he was always warm and kind to my grandfather and to me and my children. One day, out of the blue, he came out of the house with brand new soccer balls and volley balls for them to play with...they never forgot that. He was a fine man...and we miss him.

Marcia, Mike, Cheri and families, I am so sorry to hear of Uncle's passing.
He was certainly an important part of my early life. My memories are indelible. I will always remember the smirk/grin on his face when he was messing with you.....and if you knew Carroll Biggs, there was a time when he was messing with you. Uncle always took us somewhere cool when our
family would come East to visit.......Historical places (which I loved), the farmers market, the beach, a ballgame, the Guggenheim. Uncle was a good man and I am very appreciative of his influence on my life.
Cool stuff: Uncle studied under Margaret Mead at Columbia....how cool is that !!
Important stuff: Being the superintendent, Uncle was directly involved with the busing crisis in the 60's. As in dramas playing out all over this country,he was a major player in his community, concerning civil rights.
My favorite Uncle story: This was around 1962-63. We are talking live TV. Uncle was part of a panel discussion about education. My family and Aunt Jo
were at Grandpa and Grandma Hall's in Cardington. We are all sitting around waiting for the program to begin. It comes on and the host starts to introduce the guests on the panel. Uncle is introduced and he nods in acknowledgement. The camera pans to the next panelist for his introduction.
As the host says his name, all of a sudden, Uncle's face appears on camera in front of the guy being introduced. At this point, you can hear someone off camera laughing. At the house, Aunt Jo is semi-mortified (but not really) and Grandpa Harley is laughing uncontrolably.

It was a true coincidence that I happened to be in Delaware and see the paper on the day Dr. Biggs' obituary was listed. I was also sorry to read of your mother's passing a few years ago. It has been so long since I have had any contact with all of you, but I so remember Dr. Biggs and your wonderful family. He was the person that was the key to my getting my first teaching job. I know he helped so many and touched so many lives in his very fruitful life. I know he will be missed. He is in my prayers.

I will convey your sad news to my mother who along with my late dad had great admiration for your father and counted him among their friends. My parents, Jessie and Cerd Marsh, knew him in Wilmington, DE. Dad was very involved with the Alfred I school board that hired him. Mom talked to your Dad at Christmas as she could no longer write clearly. She said they had a lovely conversation with lots of good wishes. Now she is fighting to regain independence after a major stroke Jan 17 and your dad has joined mine. There is more to this life than what we know here and now!
