Henry "Hank" Squire Hulme, Jr

Age 81


Henry "Hank" Squire Hulme, Jr., passed away at his home of 52 years surrounded by members of his loving family.

Hank was born August 26, 1932; he was a third generation Arlingtonian. He graduated from Washington and Lee High School in 1950; earned a BS in Civil Engineering from Virginia Military Institute in 1954; a Traffic Engineering Certificate in 1957 from Northwestern University; and an MS in Civil Engineering in 1965 from Catholic University.

He was married to his high school sweetheart and loving wife Barbara Eleanor (Fender) Hulme on June 19, 1954.
An active member and leader at Mount Olivet United Methodist Church since 1941, Hank served in many key positions, including Administrative Council Chair, Staff-Parish Relations Committee Chair, Building Committee Chair, Education Chair, Finance Chair, and Church Historian.

Hank had an honored and distinguished career at Arlington County for thirty-five years, serving since 1972 as the Director of Transportation which was incorporated into the Department of Public Works in 1977, serving as its Director until his retirement in 1989. A highlight of his career was improving the working conditions and facilities used by the employees at Trades Center of the Public Works Department and the early development of the bike trail system throughout the County.

Following his retirement from Arlington County he served as the Executive Director of the Engineers and Surveyors Institute and was the managing partner of ZipNut Technologies.

Hank was an active member and Past-President of the American Public Works Association, and was selected in 1982 as a Top Ten Public Works Man of the Year by the APWA. He was also a member of the American Society of Civil Engineers, and was selected in 1989 as Government Civil Engineer of the Year.

He loved taking trips with his family to Skyline Drive, camping at Loft Mountain, and hiking the Appalachian Trail.

He is survived by his wife Barbara; two sisters, Susan Virginia Hulme Cissel (William) and Patricia Marie Hulme (Berthie); sons, Michael Henry Hulme (Donna), Rev. Dr. Gary Lee Hulme (Chris), David Steven Hulme (Taunya), Gregory Squire Hulme (Robin), and son-in-law, Michael James Gallagher. He is also survived by his grandchildren, Andy, Tony, John (fiancée, Tiffany Johnson) and Tia Hulme, Curtis Gallagher (Lisa) and Sara Gallagher (fiancé, Timothy Bronson); great-grandsons, Allen Michael Hulme and John Yates; brother-in-law, Clyde Watkins; and a host of nieces and nephews and other fond relatives and friends.

He was predeceased by his beloved daughter, Cynthia Ann Hulme Gallagher in July 2013; his sister, Nora Lea Watkins; parents, Henry Squire Hulme, Sr. and Virginia Tyers Hulme; and his stepmother, Virginia Mae Hulme.


A memorial service will be held at 1:00 PM on Saturday, December 7, 2013 at Mount Olivet United Methodist Church, 1500 N. Glebe Road, Arlington, with Rev. Dr. Ed Walker and Rev. Susan Cutshaw officiating.

A reception in the Fellowship Hall will follow. Graveside service and interment will be private.

In lieu of flowers, expressions of sympathy can be made to the Cynthia Ann Hulme Gallagher Enduring Gifts Fund and directed to Mount Olivet United Methodist Church, 1500 N. Glebe Road, Arlington, VA 22207.

Hank your stories still rattle around in my head. What a great time we had on 3 trips to the Gulf Coast doing rebuilding and repairs. To your dear wife and family thank you for letting Hank have the road trips. He will always be my guide in GOD and COUNTRY. I am a better soul for having his company.

Barbara, We have truly celebrated having Hank in our lives. I was so drawn by the depth of his character and the strength of his wisdom as a college student I only wanted to work for him to learn how I could be like him. Only my parents had more impact on making me who I am today. I have always rejoiced at any opportunity I have had to work with him. The world will deeply miss him -whether it is wise enough to know it or not.
