Howard was born December 9, 1955 in Batesville, Arkansas to Howard Burdett and Buna Mae Rollins. His family moved back and forth from Arkansas, but settled in the KC area after first grade. He graduated from Washington High School and earned an Associate's degree from the Electronics Institute. Howard worked for the Square Shooter Candy Company for eighteen years, where he met and married his beloved wife Juanita Swearingen on March 22, 1980. He retired in 2008, after working for Weather Metrics as a technician for 16 years. They were members of the Haven Baptist Church. Howard was an active member of the Boy Scouts of America, Troop 304, and received the Vigil Honor Member status in the Order of the Arrow. He also was very active in the Girl Scouts as an archery instructor and assistant leader. In his younger years, Howard played softball, and he loved watching sports of all kinds, especially wrestling and Nascar. He was very outdoorsy, enjoying hunting and fishing. Howard was a very talented woodworker and leatherworker, though after a few accidents, he lost portions of two fingers that he named "stubby and nubby." His sense of humor was infectious and he enjoyed making everyone around him laugh.
Howard was preceded in death by his parents, Howard and Buna Rollins. He leaves behind his beloved wife of 33 years, Juanita Rollins; his two children, Howard W. Rollins, II and Katrina Rollins as well as her fiancé, Ethan Moseman; close family friend, Christopher Mattox as well as many other friends and family.
