Jim was born on January 20, 1953 in Chicago, Illinois to Dwayne and Vera (Godfrey) Klobnak. When Jim was 16 years old, his family relocated to Hamilton, Iowa. After graduating from Twin Cedars High School in Bussey, Iowa in 1971, Jim attended community college and also worked in a variety of sales and health care industry positions in Des Moines and Knoxville, Iowa, including the Veteran's Health Administration Hospital, before moving to Kansas City, Missouri in 1980. In 1996, Jim married Cynthia Dayton and they resided together in Kansas City until her death in 2004.
Over the years, Jim continued his education at UMKC and earned a Bachelor of Arts in History, a Master of Arts in History, and a Juris Doctor. For many years, Jim worked in various union positions at the Kansas City ATA, including roles as union steward and financial secretary-treasurer for the Amalgamated Transit Union Local 1287. After he received his JD, Jim was a Jackson County prosecutor and also served as the union representative for IAFF Local 42 before eventually opening his own private law practice.
Jim had a hearty, booming laugh, and a passion for politics and debate. He was a voracious reader and loved animals, opera, classical and jazz music, cooking, and gardening. He enjoyed spending time with his girlfriend, Carol Nixon, and his family and friends. He was particularly fond of sharing a "cold one" with his best friend of more than 30 years, Javier Perez.

He was preceded in death by his wife Cynthia Dayton Klobnak, his grandparents, Pierce and Ollie Godfrey and Andrew and Molly Klobnak; parents, Dwayne and Vera Klobnak; brother, Thomas Klobnak; sister, Kristina Klobnak; four aunts, Joan Hartley Klobnak, Marie McCoy, Lola Williams, and Joyce Anderson; four uncles, Don and Raymond Godfrey, Dick Williams, and Rex McCoy; and cousin, Cheryl McCoy.
