James Evans Tuttle, 66, of Williamsburg passed away peacefully at home surrounded by his family, after an 8 year courageous battle with cancer.
He is preceded in death by his father Evans Tuttle, his mother Rosetta Hutchens, his stepfather Peyton Hutchens, and his first wife Patricia Candler Tuttle.
Jim's survivors include his wife Beverley Kiser-Tuttle, and children Jennifer T. Ellis (Gregg), Emily T. Little (Chad), Abigail T. DiSalvo(Marc), Zachary Tuttle, Tyler Tuttle, Sara L. Kiser (Matthew Lindner) and grandchildren Samuel DiSalvo and Bennett Little. Also, his beloved "furry child", Charlie.
Jim was raised in Hampton, Virginia, graduating Kecoughtan High School in 1967. In 1971, he graduated from Virginia Tech with a degree in English. He began his professional career teaching school in Hampton. However, having always been fascinated with police work, he was recruited by the Hampton City Police Department in 1972. Jim worked as a uniformed officer and as a detective with the Hampton Police. At that time, he was the youngest officer to make sergeant with the Department. Through some of his casework in Hampton, he developed an interest with the Naval Investigative Service (NIS). Jim joined NIS, now the Naval Criminal Investigative Service (NCIS), beginning a lifelong career of 28 years travelling the world. His first duty station was Philadelphia, then Okinawa, Orlando, Philippines, Pascagoula, MS and Norfolk/Yorktown.
Upon retiring in 2006, Jim, a lifelong amateur radio operator (N5MDL), began working with the Amateur Radio Emergency Services providing emergency communication. He worked with the Williamsburg Neighborhood Response Team and the Certified Emergency Response Team (C.E.R.T.). He was the District 3 Area Manager for Skywarn of the National Weather Service. One of Jim's greatest pleasures was the distribution of knowledge for impending severe weather to the community and local fire and rescue units. He always worked to keep emergency responders in the safest environment as possible. He will be greatly missed by his over six hundred weather email subscribers.
The visitation service will be held on Monday, January 4. 2016 from 4pm-7pm at Nelsen Funeral Home, 3785 Strawberry Plains Rd, Williamsburg, VA 23188. The funeral service will be on Tuesday, January 5, 2016 at 11:00am at Nelsen Funeral Home. Following the service, there will be a graveside ceremony at Cedar Grove Cemetery. In lieu of flowers, the family requests that expressions of sympathy take the form of donations to the Hospice House and Support Care of Williamsburg, 4445 Powhatan Parkway, Williamsburg, VA 23188 or the Heritage Humane Society, 430 Waller Mill Road, Williamsburg, VA 23188.

Jimmy was my neighbor when he was stationed here with NIS at Pascagoula, MS. Being in law enforcement myself, we naturally made quick acquaintances and shared many memories. While I was attending the FBINA in 1994 at Quantico he invited me to spend the weekend and gave me the full tour of Williamsburg with great pleasure. He was a genius when the subject of radios came up and very knowledgeable about all weather related topics. I recall just a few years ago he called me to advise that he was watching a storm track from his house in Williamsburg and wanted to let me know severe lighting was coming to my neighborhood here in Pascagoula. He always talked about his second wife Beverly and how good she was to him. Unfortunately I never got a chance to visit him or Beverly. We did talk from time to time about his cancer and I must say he was a very strong man in the face of death. Jim was a true friend who was courageous and fought to the end. To Beverly and children, please know that I send my deepest condolences for your loss. I apologize for the late message, but I just learned of Jimmy's passing.

I extend my heartfelt condolences to the Tuttle family. I first met Jim as a young NIS agent assigned to the Pensacola FL office. I would occasionally go out in the field with Jim and was always amazed by the antennas on his car and his CB radio connections. It was fun hearing the various conversations he would pick up! Jim was a great agent and taught me a lot as a boot agent. He had a great personality and will definitely be missed.

I worked with Jim on Hampton PD he was a fine officer and detective. During my time with him on Hampton PD we were in a shootout together as we served to protect and I never will forget how Jim reacted in the situation with such professionalism. Jim (or Jimmy, to me) was my cousin. We didn't get to be together as much as either of us would have liked - but even so, he became one of my best friends as we grew up. Our careers and lives took us off in many different directions, but we managed to get together a few times over the years. He was one of the smartest people I ever knew. He was also one of the sweetest men - a good man, a good father and a good husband to two lovely women. He was an awesome cousin and I will miss him always.

Even while struggling with cancer, Jim served the community as a ham radio operator and by notifying local emergency managers and officials of threatening weather developments - often before the weather service and typically in much greater detail. His willingness to share his knowledge and to serve others never waivered. If he could help, he never hesitated. Even during particularly rough stretches of his journey with cancer, he always talked about how lucky he was to have been blessed with a happy second marriage after being widowed, to have his children and grandchildren, and of course, his beloved dog. His glass was always half full. His was a life well-lived in honorable service to others. He will be missed by so many. It was an honor to have known him.

Jim was a legend in NCIS and his legacy will continue with those of us who had the pleasure of working with/knowing him. The photo montage of Jim and the family brought a smile to my face. Where is the photo of Jim in his spandex uniform from when he was a gymnast in college?! (That's right - for those of us who only knew Jim in his later years, he was a very fit gymnast at one point in his life. I've seen it with my own eyes!). That picture and the thought of how much harassment I gave Jim after he showed it to me makes me smile. I won't miss Jim's incessant bragging about being under the CSR retirement system and using every opportunity he got to tell me, "I make more in retirement that you do going to work every day". And thanks to Jim's enthusiasm of firearms, 2 of the 3 guns I currently carry were purchased at his recommendation (more like insistence). Thank you for all the wonderful memories, Jim. You will be missed!!

Bob and I were shocked to hear of Jim's passing. I worked at NTC Orlando with Jim and kept in touch with him through the years. He was a computer genius and called me one morning and told me I had been hacked into, and walked me through fixing it. He even found out where it had come from. Amazing.
