Joseph Phillip "Phil" RIVERS, passed away Tuesday 20 November 2012 ", at the family residence surrounded by family and friends.
Phil was born and raised January 4, 1947 in Massena, NY. He graduated from Holy Family High School in Massena. He served in the Air Force from 1966 to 1970 he was sent to Germany where he met his French wife and stayed until December 1975. In January 1976, he began working for ABMC became the Superintendent for the American Battle Monuments Commission in France, Europe (Brittany, Oise-Aisne, Normandy, and Meuse-Argonne Cemetery), until retiring in May 2011 after 36 years of service, and settled in Ooltewah, TN.
Phil was preceded in death by his parents Denery and Fernande Rivers, two brothers Norman and Bernie, and a nephew James.
Phil is survived by his loving family: wife of 42 years, Jocelyne Rivers; his two sons Christopher Rivers and wife Rachel from Chicago, IL and Michael Rivers and wife Crystal from Ooltewah, TN; Grandchildren, Isaak, Grace and Sophie, and two brothers Gil Rivers from Apple Valley, MN, Moe Rivers and wife Lorraine from Chattanooga, TN, a sister in law Jean Rivers from Syracuse, NY and several nieces and nephews and loving friends.
The mass of Christian Burial will be celebrated 11:30 Wednesday, November 28 at Our Lady of Perpetual Help Catholic Church with Father Jim Vick officiating. Interment will follow in the Chattanooga National Cemetery.
The family will receive friends from 10:00 – 11:30 at the Holy Family Hall at Our Lady of Perpetual Help Catholic Church.
In lieu of flowers, those who wish may make memorial contributions to, Hospice of Chattanooga,

This year I have been gone to France to see our friends, Mike and this family came with me, hope to take Chris and this family one day. Chris has a job now so it is more difficult, Sophie is going to school, I will go see them soon.

Your best friend Don came with Sylviane, they really like the area and they like to come back maybe next year. Your brother Gil is here now for 2 weeks.Jean is also coming for Thanksgiving, David, Scott and Mary are coming to.

Phil's passing marked the loss of a true patriot and mentor. As a superintendent and mentor - he was a master of his craft in which he not only attained very high standards but was instrumental in setting them even higher. His attention to detail, perseverance and commitment to U.S Military Cemeteries in Europe as he continued to Honor our fallen are legendary. To my dearest family, some things I'd like to say...
but first of all, to let you know, that I arrived okay.
I'm writing this from heaven. Here I dwell with God above.
Here, there's no more tears of sadness; here is just eternal love.

Please do not be unhappy just because I'm out of sight.
Remember that I'm with you every morning, noon and night.
That day I had to leave you when my life on earth was through,
God picked me up and hugged me and He said, "I welcome you."

It's good to have you back again; you were missed while you were gone.
As for your dearest family, they'll be here later on.
I need you here badly; you're part of my plan.
There's so much that we have to do, to help our mortal man.

God gave me a list of things, that he wished for me to do.
And foremost on the list, was to watch and care for you.
And when you lie in bed at night, the day's chores put to flight.
God and I are closest to you....in the middle of the night.

When you think of my life on earth, and all those loving years
because you are only human, they are bound to bring you tears.
But do not be afraid to cry; it does relieve the pain.
Remember there would be no flowers, unless there was some rain.

I wish that I could tell you all that God has planned.
But if I were to tell you, you wouldn't understand.
But one thing is for certain, though my life on earth is o'er.
I'm closer to you now, than I ever was before.

There are many rocky roads ahead of you and many hills to climb;
but together we can do it by taking one day at a time.
It was always my philosophy and I'd like it for you too...
that as you give unto the world, the world will give to you.

If you can help somebody who's in sorrow and pain,
then you can say to God at night......"My day was not in vain."
And now I am contented....that my life has been worthwhile,
knowing as I passed along the way, I made somebody smile.

So if you meet somebody who is sad and feeling low,
just lend a hand to pick him up, as on your way you go.
When you're walking down the street, and you've got me on your mind;
I'm walking in your footsteps only half a step behind.

And when it's time for you to go.... from that body to be free,
remember you're not going.....you're coming here to me.

Un homme d'histoire et de mémoire, cela a été un privilège pour moi de travailler à ces cotés,il m'a beaucoup appris.

I had the honor of meeting Phil Rivers for the first time in 1997 when I was selected to serve under him in Normandy. I had heard his name often in Tunisia during my first three years with the American Battle Monuments Commission. Comments were always positive. He had the reputation of being the best Superintendent in the Commission. His knowledge of Military History, management, and organizational skills, attention to detail were above the normal standard. His reputation turned out to be fact. I learned tremendously during the short six months that we were together but Francine and I were able to foster a professional and personal friendship with Phil and Josie. Phil was a true friend and a great American. I do not think there is anyone one else in France who did more to improve the reputation of America there. He went above and beyond to honor and perpetuate the sacrifices of Americans who gave it all in WWI and WWII. His support for us in Chatel Chehery to construct the Sgt York Historic Trail was invaluable and stands as a monument and testament to Phil's love of country and character as a man of honor.

We, Astrid and Mike Griffin, both were saddened and shocked to learn of Phil's passing. He is one of our heros.

He received us at the Meuse-Argonne where we were on a quest to find the burial place of my Uncle George who was killed two weeks prior to Armistice. When we introduced ourselves as being from Chattanooga, we thought perhaps he had been "seized with a fit." He couldn't believe the coincidence, nor could we, of us and his immediate family living in Chattanooga! It was a wonderful beginning of a friendship and his completing our mission.

Phil and his aide Dominique, together with old WWI maps found in the attic of a nearby museum, plus GPS, located where my Uncle had been burried at the spot where he had been killed. He lay in the field until his remains were returned to his home in Michigan three to four years following his death.

We had two or three follow-up trips to the cemetary in France and each time spent precious moments with Phil. I proudly wear - today - the isignia of the Meuse-Argonne American Battle Monuments Commission, which Phil designed, on my baseball cap. Phil also presented me with a coin commemorating Sgt. Alvin York.

Another connection with Phil was our visit to Normandy where we saw on the wall a photograph of Phil with Tom Hanks, taking during the filming of "Saving Private Ryan."

We have truly lost a meaningful person in our lives. We shall always remember him.

My name is Henri from Periers, Normandy, France, I learnt the sad news of Phil passing from another friend Lee Atkinson and I sprayed that terrible information to as many friends or veterans, who one day or another met Phil or appreciated his more than professional work and help with the next of kin families of the men resting at the Normandy Cemetery and later at Romagne WWI cemetery.
I am proud to have had with Phil a fidel and precious friend. My wife Janet and I, would like to share our sincere condolence with Jocelyne and every member of Phil family.

My wife and family were very saddended to hear of the the passing of my brother-in-law Phil. Our deepest regets, thoughts and prayers are with Jocelyne and her family. I have nothing but fond memories of Phil since I first met him in 1968 when he was a Air Force Staff Sergeant stationed in Wiesbaden as an Aerial Combat Photographer. He was known as the best Crew Chief in the Air Force Audiovisual Service. Then he married my sister- in-law Jocelyne and was discharged from the Air Force. He began working in the US Civil Service until he obtaind the higher level position with the ABMC. During their time in Wiesbaden, Phil and Jocelyne sons Christopher and Michael were born. Every weekend we participated in German sports events running over 3,000 kilometers in three years. He was a great athletic and father going on to ABMC to achieve greater rewards. He will never be forgotten by those who knew him or those ten of thousands of visitors he assited during the visits to the ABMC sites. One of the most knowledgable people in the history of World War I and II that I have ever met.

During a visit to our Normandy American Cemetery in June 1998 I was privileged to meet Mr. Rivers. I was there to have a memorial ceremony for my dad, a fighter pilot who made the supreme sacrifice in the skies of Normandy two weeks after D-Day. Mr. Rivers was most cordial and welcoming! I will never forget him and his care of our honored dead. May he rest in Heavenly Peace. Amen!
