Kan Cheong Dunn was born on February 28, 1925, in Panyu County of Guangdong Province, China. He graduated from National Chengchi University in ChongQing City majoring in Law & Political Science. He joined the Chinese Navy and received additional training at the U.S. Naval Training School in Miami in communications and anti-submarine warfare. He was part of the Chinese crew that sailed former US Navy ships from Miami backed to China during the final days of World War II. As the war ended, he entered the Chinese Naval Academy and graduated in 1949. In 1950, he served as the Secretary to Commander-in-Chief of the Chinese Navy in Taiwan. In 1952, he served in the Office of the President as Secretary to the Chief of Staff.
In 1953, he qualified in the Diplomat Senior Grade Examinations and in the following year, joined the Ministry of Foreign Affairs as an Assistant. His first diplomatic post was to serve as Vice Consul in Davao City, Republic of Philippines from 1958 to 1960. He was next posted to San Francisco as a Vice Consul from 1960 to 1964. In 1964, he was promoted to Consul in Los Angeles. He was transferred to New York as a Consul in 1967 and stayed till 1970. In 1970, he was promoted to Consul General and was posted in Chicago till 1972.
He was transferred back to Taiwan in 1972 to serve as the Deputy Director-General of Bureau of Consular Affairs in the Ministry of Foreign Affairs. The posting as Consul General in Houston followed this short assignment and he was here from 1973 till 1977. He served as the Director-General of Department of General Affairs back at the Ministry of Foreign Affairs from 1977 to 1978. He was transferred back to the United States and served as the Consul General in New York City in 1978. In 1979, when diplomatic recognition from the United States was severed, his role changed and he served as the Director-General of Coordination Council for North American Affairs in New York representing his country as the de facto UN ambassador of the Republic of China from 1979 to 1986.
In 1986, he served as the Vice Chairperson of Research and Planning Committee at the Ministry of Foreign Affairs in Taipei. In 1988, he was appointed to be the Representative of the Trade Mission of the Republic of China to the Republic of Liberia. In 1989, formal diplomatic recognition was extended to Taiwan and he was accredited to the Republic of Liberia as Ambassador Extraordinary and Plenipotentiary of the Republic of China.
In 1997, he retired from public service after 54 years of governmental service. For service to his country, he was awarded the Order of Propitious Clouds (Grand Cordon), Order of Brilliant Star (Grand Cordon), Order of Blue Sky and White Sun (Grand Cordon), and the Hua Hsia Medal (First Class).
Kan Cheong Dunn married Lin Kwei Fong in Kaoshiung, Taiwan in 1950. Together they have three sons, six grandchildren, and two great granddaughters.
