Born in Wheeling, West Virginia on February 7, 1931 to Katherine Allison Cartwright and John Richard Padden, General Padden attended Xavier University and graduated from Ohio State University in 1952. In 1953, he began his 34 year career in the United States Air Force eventually achieving the rank of Major General. He was a Master Navigator serving on B-47 and B-58 combat crews. He was Deputy Base Commander at Norton AFB, CA (1974-1975) and Base Commander at Scott AFB, IL (1976-1978). As the first navigator in the history of the Air Force to serve as a Wing Commander of a combat flying wing, General Padden was the Wing Commander at Altus Air Force Base from 1978-1980. He was promoted to Brigadier General in 1980 and assigned to the Joint Chiefs of Staff in Washington, DC. General Padden pinned his second star in 1983. After his distinguished and extensive military career, General Padden spent 10 years as the Executive Vice President and Treasurer of the Armed Forces Communications and Electronics Association in Reston, VA.

Supporting him throughout his prestigious military career and beyond was his partner, best friend, aide-de-camp, traveling companion and star of his life, Janice Elizabeth Eckstein Padden. Their 60 year marriage began at St. Mary’s Catholic Church in Massillon, Ohio on November 25, 1954. Together they traveled the United States and the world playing golf, entertaining friends, exploring new venues and enjoying each other and their children.

Dear Padden Family: I recently learned of the General's passing and it saddened my heart. I was his Executive Assistant when he was on the Joint Staff as J-31. Even though I wore the "darker" blue suit, I consider it an honor and privilege to have served with him. I wish you all peace and happiness.

Dear Polly, Mrs Padden, Sr. Kathleen and all; I am so sorry to learn General Padden's passing. His picture immediately jumped out at me in The Blade as one very similar to the one Polly always carried in her wallet. His warm smile and sincerity gave me a whole different view than what I had thought military generals would be. The Padden's were welcoming to all us pages as they invited us to their home early on and often. I felt very lucky that I got to spend so much time with the Paddens and even got to go along on the ski trip! I was always so impressed with the Red phone in the corner of the living room! And, it was nice to have that Toledo connection with Sr. Kathleen. Polly, I would love to be in touch and am even going to be heading through Alabama next week as I move to Florida. My email is [email protected]. Blessings to and all. With much love.

The Big Cheese was the Base Commander at Scott AFB, IL in 1977/78 when I was there as General Moore's Aide. He helped me on several occasions with support from the base and made my job easier. He was a very charismatic leader. Please accept my, my wife, Mimi's, son, Patrick's and daughter, Michelle's condolences. Our thoughts and prayers are with you.

Then Colonel Padden was my wing commander when I was a lieutenant at Altus AFB Oklahoma. He was fair, inspiring, and approachable. I was blessed to have learned from him - a truly wonderful officer. May God continue to bless his family.
