I worked with Phil at the Arsenal. I will never forget Phil's magic van that he had outfitted for fieldings. It was his home away from home. One of my best memories was a fielding in West Virginia for the Reserves. I was the team chief and I told Phil at the outset, you are the true team chief. I kept records and organized manpower, but Phil was the man. I could not have done it without you Phil and we were good friends for sure after that. RIP Phil.

To the Dickey Family and Rosemary - My wife, Linda Sutherland and I were fortunate to have worked with Phil for many years and we went on many TDYs to Edgewood Arsenal, MD and other locations in the United States as members of the SBCCOM Smoke Team at Rock Island. Phil was a great traveling partner and we have many fond memories of our trips together and especially our trip to Germany to modify tracked Smoke Generators. Linda and I were able to personally visit with you and Phil several times before joing the LAR program and moving from the Rock Island area in 1999.
Our thoughts and prayers go out to you and family members.

Rosemary, you and Phil have become like family to me and my mom... It breaks my heart to lose a wonderful part of the family... Just know that you are in my prayers and even though it is hard to say goodbye to Phil at least I can keep positive thoughts knowing that he is not suffering anymore...WIth all my love
