Raymond C. Czarnecki, 88, of Cary passed away Saturday, March 1, 2014 at his residence. As a retired officer of National Aniline/Allied Chemical, he was a Scientist, Educator, and Businessman most recently a Professor-Management College at North Carolina State University. Mr. Czarnecki was recognized internationally when he developed the first low temperature thermal desorption unit used to recycle petroleum contaminated soils. Contrasted to land fill techniques this process, thermally cleaned the soil, used the petroleum as fuel and recycled the residue into hot mix asphalt. Raymond C. Czarnecki, 88, of Cary passed away Saturday, March 1, 2014 at his residence.

As a retired officer of National Aniline/Allied Chemical, he was a Scientist, Educator, and Businessman most recently a Professor-Management College at North Carolina State University. Mr. Czarnecki was recognized internationally when he developed the first low temperature thermal desorption unit used to recycle petroleum contaminated soils. Contrasted to land fill techniques this process, thermally cleaned the soil, used the petroleum as fuel and recycled the residue into hot mix asphalt. The attractiveness of the process was no continuing liability for the generator and as a result created a whole new recycling industry which continues to this day. This work was reported at several conferences at the University of Massachusetts and in many text and technical journals.

While serving as Vice President R&D at Allied Chemical Corp he led research which resulted in the development of new nontoxic substitute for FD&C Red #4. The product continues in wide spread use today coloring candy, meats fruits and enjoys widespread trust.

Most recently Mr. Czarnecki has devoted his energy persuading the FHA and many State DOT's to adopt performance standards, warranties, design-build and incentives in highway construction to encourage contractor to shorten construction times, produce higher quality, lower cost, accept risk and encourage innovation. Almost one third of all 50 States are now actively involved in introducing these techniques.

Mr. Czarnecki has served as President of McDowell Materials Corp, CEO of Brox Construction and currently as President of RCC Assoc. He has taught at Merrimake College, Montclair State College, the University of Illinois, and NC State University.

He spearheaded the carywatch.com with great concern and interest for the town and people of Cary.

He was a loving, enthusiastic, caring husband, father, and grandfather. He is survived by his wife Nancy; three sons, Kenneth (Barbara), Timothy (Belinda) and Jeffery (Carol); and grandchildren, Christina, Kyle, Lauren, Dirk, Brock, Ava, and Francesca.

A visitation will be from 4 to 8 p.m. Wednesday, March 5, 2014 at Brown-Wynne Funeral Home in Cary.
