Richard Bernard Burroughs Jr. (Dick), 85, died after a brief illness on November 30, 2013. Born on April 11, 1928 in Jacksonville, the son of the late Mary deSaussure and Richard B Burroughs, he was preceded in death by his four sisters, Mary, Sarah, Josephine, Jane and twin brother Edward. He graduated from Robert E. Lee High School and attended Virginia Military Institute and Jacksonville University. Richard Bernard Burroughs Jr. (Dick), 85, died after a brief illness on November 30, 2013. Born on April 11, 1928 in Jacksonville, the son of the late Mary deSaussure and Richard B Burroughs, he was preceded in death by his four sisters, Mary, Sarah, Josephine, Jane and twin brother Edward. He graduated from Robert E. Lee High School and attended Virginia Military Institute and Jacksonville University. After service in the Army, Dick returned to Jacksonville to manage his family business, Jacksonville Marine Supply, Inc.
Dick was actively involved in many civic organizations. He was a lifelong member of the Florida Yacht Club and a founding member of the Rudder Club. He served as Commodore of both organizations. He organized the Yacht Club's youth sailing program in the 1950's, introducing Optimist sailing prams to the areas youth. He was a member of the Downtown Rotary club and a Paul Harris Fellow. He was past President of both the Jacksonville Marine Association and Southeastern Marine Hardware Association.
Throughout his adult life, Dick pursued a passion for public service. In the 1960's he served in elected and appointed positions in city government including the Jacksonville City Council and Commission. He served in Florida Governor Bob Graham's cabinet as Secretary of the Department of Business Regulation and was the Governor's Chief of Staff. After leaving the Governor's office, Dick continued to be involved with state and local government working as a regulatory consultant through his retirement. Throughout his career Dick served on numerous governmental boards and commissions, including the Florida League of Municipalities and the Governor's Council of 100. Dick believed that "personal participation in governmental service is a privilege and duty of every American". Dick loved hunting, fishing, and sailing and especially enjoyed dove hunting with friends in Lake City.
He is survived by his wife of 60 years, Caroline Ross Burroughs; his sons, Richard and wife Nancy Bartmess, of Atlanta Georgia, and Chandler and wife Janie, of Jacksonville, Florida; and grandchildren Hadley Burroughs of Dallas, Texas, Richard Burroughs IV of Atlanta, Georgia, Annie Burroughs of Arlington VA, and Sally Burroughs of Jacksonville, Florida; and sister in law, Betsy Lovett of Jacksonville. The family wishes to give special thanks to his caregiver Mellownease Edwards.
A service to celebrate Dick's life will be held at St. Mark's Episcopal Church on Thursday, December 5 at 11 a.m. Following the service there will be a reception with the family in Leatherbury Hall. In lieu of flowers, memorials may be made to the Memorial Park Association, c/o Frazier & Frazier, 1515 Riverside Avenue, Suite A, Jacksonville, Florida 32204 or St. Mark's Episcopal Church, 4129 Oxford Avenue, Jacksonville FL, 32210.
