Prof. Foltz was born on February 10, 1934, in Milwaukee, WI, to Ross M. and Louise (Campbell) Foltz. He grew up in Wauwatosa, WI, and attended schools there until earning a B.S. degree in chemistry from the Massachusetts Institute of Technology in 1956 and Ph.D. in Organic Chemistry from the University of Wisconsin in 1961.

He retired as Research Professor Emeritus from the University of Utah before moving to Keene in 2009. He served as Project Leader for 20 years at Battelle Memorial Institute in Columbus, OH, and as adjunct professor at Ohio State University. In 1980 he accepted a position on the faculty of the College of Pharmacy, University of Utah in Salt Lake City, in the Department of Biomedical Pharmacology and the Center for Human Toxicology. He was also co-founder and technical director of Northwest Toxicology, later known as Tandem Labs, a private biomedical contract organization in Salt Lake City. He was a member of the American Society for Mass Spectrometry, the American Association of Pharmaceutical Sciences, and the American Academy of Forensic Scientists, and was a lifetime member of the American Chemical Society. His biography was included in Who's Who in America for many years.

All his life Rodger enjoyed foreign travel and photography, and excelled in sports including tennis, golf, skiing, wilderness camping, and mountain hiking. He also served as a Congregational Church deacon in both Columbus and Salt Lake City.
