Wilber was born May 13, 1930 in Phillip Co. Kansas he is the son of Wilber and Edith DeBey. "Billy" as he was known by all his family and friends, was a farmer and livestock man. He enjoyed hunting and fishing. In his later years he loved to RV travel. He was a member of the Bolton Street Baptist Church in Amarillo.
He was preceded in death by his parents; two children daughter Doris Jean and son Donald Dean. Brother Jimmy DeBey.
He is survived by his loving wife Betty Lou; 3 sons and their families Bill Harris Jr. of Clinton Ok; Sam Harris Jr. and wife Teresa of Amarillo; Russell Harris of L.A. California. One sister Delores Elliott of Kirwin, Kansas, along with a host of relatives and friends.
