Douglas Gilliam Millan was born in Carle Place, NY on June 15, 1956. Douglas joined the Durham Police Department in 1978 and served with distinction for 20 years, earning the ranks of Master Officer and Corporal. During his time he also served as an investigator with the Organized Crime and Drug Division. He received both the Veterans of Foreign Wars Police Officer of the Year Award and the Law Enforcement Award by the Durham Optimist Club.
Douglas moved on to join the North Carolina Alcohol Testing Branch as a lead instructor teaching Breathalyzer testing certification. While at the Testing Branch, Douglas was awarded the prestigious Order of the Long Leaf Pine from the Governor for distinguished service to the State.
After retirement from the State, he returned to police work with the Rolesville Police Department, and the Creedmoor Police Department where he served as Sergeant. He retired from Creedmoor in 2013. While working in law enforcement, Douglas earned Associate degrees in Law Enforcement and Fire Science from Durham Technical College.
Douglas is survived by his beloved wife, Mary Millan and Siggy, his miniature schnauzer who adored Doug. Mrs. Millan is the Instructional Resource Teacher at Leesville Road Elementary School in Raleigh. He is survived by his beloved brother Doc Ryan, Glenn, Charles, Jim, and a sweet sister Pam Millan.
He loved his mother-in-law, Jean Marie Farmer of Royse City, TX, whom he called Mom and considered his second mother; sisters-in-law Becky Jonczak and husband Larry of Rockwall, TX, Ann Marie Dunlap of Erie, PA, and Rachel Farmer, Royse City, TX; brother-in-law Matthew Farmer and wife Judy of Manassas, VA. Douglas had many nieces and nephews and great nieces and nephews whom he loved.
He is pre-deceased by his parents, James and Geraldine Millan and his beloved twin brother, Bruce.
Douglas was a loving husband to his wife that he cherished so deeply, a loving brother, and a loving son. He will be deeply missed by all those officers whose lives he touched as a devoted mentor to the younger officers who worked under him, and by all those in the community whose lives he so frequently touched by the compassion he showed to them.
Douglas was a member of the Masons.
Family will receive friends on Tuesday evening from 6-8 pm at Mitchell Funeral Home (7209 Glenwood Avenue in Raleigh). Services Celebrating Doug's Life will be held on Wednesday, March 22, 2017 at 11 am at the funeral home chapel.

I am deeply saddened to hear about the passing of Doug. In the late 70s we worked together in security in Gimbles in Roosevelt Field Garden City N.Y. We both wanted to be Police Officers and I rode with him when he was with Durham Public Safety. I eventually became a Police Officer for NYPD, but lost contact with him. I even knew his twin when we lived on Long island. I just thought of him out of the blue and googled his name. My sincere condolences. I know it's just short of a year according to the Obituary, but once again I am sadden to read of his passing last year.

I knew Doug through Bruce during our days in Durham during the 80s and early 90s. Unfortunately, I lost touch with Doug after Bruce's passing and did not know Doug had passed until July 4, when a mutual friend and I went out to Oak Grove to visit Bruce. My deepest condolences to Doug's family and friends. They were both fine men.

So today I found out about Doug's passing and saying I'm devastated is the least of it. I last saw Doug and Mary back in early March and little did I know that would be the last time I would see him. Doug and I got to be good friends for a while but then I had some personal issues I was dealing with and I became distant from the two of them for some time and we weren't speaking. However after running into them that evening in March I felt perhaps it was time to patch things up and take some time to say hello and catch up and more importantly apologize for my disappearance and lack of communication. Sadly I never had that chance and it hits me hard. I've learned a harsh lesson, cherish your friends and live in the moment for you never know what might happen tomorrow. Doug, sorry for not being a better friend, you were one of the most kindest people I will ever meet.

I had the privilege of knowing Doug for a relatively short time. We didn't always agree on politics or sports teams, but he always treated me with respect regardless of our differences. He also had some great stories to tell, and kept me laughing. Doug held all Veterans in high regard and often thanked me for my service, which embarrassed me. He regretted not being able to serve in the Armed Forces. I spent 4 years in the Navy; on the other hand, Doug put his life on the line for 30 plus years serving and protecting the public. in the last 3 years, I have come to know one of the kindest, gentlest, unselfish, and most generous men I have ever known. Doug - Rest in peace, you will be missed.
