72, passed away peacefully May 28, 2017 after a lengthy illness. A highly decorated U.S. Army veteran, Chuck proudly served his country during two tours of duty in Vietnam, earning a Silver Star, a Bronze Star, Gallantry Cross (w/Silver Star), Distinguished Flying Cross, and Army Aviator Badge, among others.
Chuck earned his master’s degree in Public Administration at USF. Before his retirement in 2013, Chuck worked many years as a network technology consultant for Electronic Data Systems (EDS), Hewlett Packard and Xerox.
Spending time with Chuck was to relish his whip-smart mind and quick-wit that entertained family, friends and colleagues throughout his life and endeared him to his wife of 35 years, Susan Gillen Casper, who survives him and was his constant companion and devoted advocate during his year-long illness. A Tampa native, Chuck was predeceased by parents Charles S. Casper and Violet Leto.
Chuck was an avid fisherman, dog lover, and history buff. A member of Tampa Yacht and Country Club and former member of Ye Mystic Krewe of Gasparilla including the Gunner’s Guild, Chuck was proud of his native Tampa roots and loved discussing Tampa’s early years. He was a formerly a member of the Rotary Club of Tampa and the vestry at St. Andrew’s Episcopal Church where he was a Eucharistic minister.
Chuck is survived by son Cristian S. Casper (Cheryl and their daughter Hanna); daughter Angela P. Schumann, and grandsons Cristian M. Casper, Tyler Schumann and T.J. Schumann. He is also survived by brother-in-law William A. (“Bill”) Gillen Jr. (Pat), their son William (“Billy”) Gillen III and his son William, and their daughter Shannon Coram (Chris) and their sons Parker and Brooks.
Chuck’s strong Christian faith provided comfort in knowing death is not the end but the beginning. He was a member of Hyde Park United Methodist Church where he and Susan served in the church’s Open Arms Ministry helping feed the homeless until illness curtailed his activities.
A celebration of life will be held at Hyde Park United Methodist Church Friday, June 2 at 2pm. Donations in Chuck’s memory may be made to Hyde Park United Methodist Church Open Arms Ministry, 500 W Platt St, Tampa, FL 33606 or to a charity of your choice.

I am so sorry for your loss Susan. I will never forget the kindness you and Chuck showed me during my time here in Tampa. He will remain in my mind as I move forward and I will remember his words of encouragement when I encounter difficult times ahead.
